I always leave 20-40mm of spacers above my stem on all forks (or whatever the maximum is for a given carbon steerer fork) explicitly for resale factor. I've seen a lot of nice forks for sale that I passed on because the owner was a racer with an insanely aggressive position and cut their steerer really short.

I know certain people who do not cut them because they might sell the fork. Or use on a different frame.
