Well, it's already HUGE - 34.9mm, because this is set up for a 31.6 seatpost. So there's already a thick section of .065" tubing at the top - no need to reinforce, and the sleeve would be GIGANTIC...
Long story short, it's not needed here, and this is already enough of a tank.

Why didn't you use a seat tube sleeve on this one?
